GILL BAKER
Gill Baker joins IRCG following careers in the private and public sectors of the travel and tourism industry, and, in education and training. Appointed as the first woman on British Rail in station management in 1979, Gill has experience in the railway operating environment, international sales and marketing, and, education and training.

Key skills and experience include senior management level contract negotiations, managing partnerships, product development, market analysis, pricing and marketing strategy and promotional activity. Also, the teaching, training and development of students, staff, professionals and managers across several industry sectors.

Gill has a BA (Hons) Degree in Humanities, Post Graduate Diploma in Tourism, Certificate of Professional Competence in Road Passenger Transport, Certificate in Education and City and Guilds Training and Assessor Awards for vocational education. She developed and implemented HND courses in Travel and Tourism Management and was an Examiner and Moderator for Travel and Tourism further education qualifications.

She speaks fluent French and basic German. Gill is a member of The Association of Women Travel Executives and The Tourism Society.

Gill now runs her own independent sales and marketing consultancy, The Baker - Brown Company.

David Brice spent his main career with British Rail in Operations Management, covering all managerial levels, devoted initially to ‘ground-level’ management, then majoring on up-dating the railfreight service to match changed market demand, in respect of equipment and train transits; development of intermodal operations being a speciality.  Since 1993 he has pursued a career in international rail consultancy, in the UK, Eastern Europe and the Middle and Far East, and has worked on a wide range of projects, gaining experience of rail operations under widely differing geographical and political conditions. 

He has traded independently via the David Brice Consultancy Ltd since 1993. Expert advice is offered in the fields of track / terminal design, equipment , train planning, transit and cost optimisation.

NEIL GALILEE BA MMRS
Neil Galilee has 29 years of experience in the rail industry mostly specialising in business planning, scheme appraisal and market analysis. Prior to setting up his own independent consultancy in 1998 he worked in the marketing and business planning departments of train operating companies (TOCs). Since 1998 he has traded under the name “Eden Business Analysis” supplying business analysis services to the railway industry and the public transport sections of local authorities.

Neil’s specialist skills include market research techniques, demand forecasting and sales income analysis. He has applied these capabilities successfully in the fields of marketing planning, rail franchising, and the appraisal of major investment schemes. He has contributed his expertise to a wide range of rail development projects including studies into the provision of new trains, services, stations, and infrastructure.

Neil has a BA (Hons) in Business Studies and is a full Member of the Market Research Society. He is a member of the Independent Consultants Group (Market Research) and an associate Member of the rail industry Passenger Demand Forecasting Council.

ANDREW GRIFFITHS

Andrew showed an early flair for rail research when his undergraduate dissertation on ‘Modelling rail passenger flows from Gloucester’ won the Halford Mackinder prize for best dissertation at Reading University.  After graduating with a First in Human Geography, he worked as an academic lecturer and researcher for 12 years before setting up his own geodemographics marketing and research company focusing on the tourism and leisure sectors. 

 

However, the lure of the railway was too great, and when Wessex Trains was established he joined in 2002 as Business Manager Devon & Cornwall.  Branding and developing the scenic branchlines led, for example, to the St Ives branch in Cornwall becoming a Community Rail Strategy pilot line, with Andrew’s innovative fares, timetabling, arts and community links plan leading to a doubling of revenue in two years. 

The same feat was achieved with the Severn Beach Line in Bristol when Regional Manager Severn & Solent for First Great Western, having secured a substantial Local Authority investment in the route.  His final role at FGW was Head of Environment & Sustainability.

Imagerail was established in 2002 by Rachel Griffiths, Andrew's wife, to provide graphic design and photographic services for the rail industry. From September 2009 Imagerail relocates to a station on the scenic Settle & Carlisle line, with Andrew joining to add a range of commercial consultancy services to the portfolio - data mapping and analysis, market research, market analysis, media and stakeholder management, environmental policy, timetable and fares development strategies and line development planning.

Jim is a Mechanical and Electrical Engineer with thirty seven years experience in the rail industry. Within British Rail, he held a number of traction and rolling stock fleet management and technical positions before moving into M & E Plant with Network SouthEast. He also ran an internal consultancy group supporting the non-engineering disciplines on Southern Region, plus a major productivity programme for fleet maintenance depots. After privatisation, Jim was the Engineering Director for Freightliner, helping it to become a successful company from its acknowledged, difficult start. For the last seven years, Jim has operated as an independent consultant to over twenty eight clients, including government agencies, train operating companies and major rail consultancies.

RICHARD HASTE
Richard is a rail transport industry professional with a wide knowledge of all aspects of business efficiency and business development generated during his 30 year career with British Rail. Whilst with British Rail he played an essential role in a number of significant railway development projects and rail revival initiatives which involved working closely with regional and local government as well as transport pressure groups. He was directly involved in creating the practicalities of network benefits at privatisation and, subsequently, created the ORR/ATOC national retailing standards monitoring regime and the quality development programme for National Rail Enquiries.

In 2000 Richard opened his own consultancy – The Haste Partnership – and has achieved an extensive client list. This includes major bidders for UK rail franchises, a Passenger Transport Executive, the Association of Train Operating Companies, Highland Rail Partnership, multi-national transport consultancies and a company developing global sales and marketing for European rail travel.

Richard is a visiting lecturer at the Université du Maine, Le Mans, France where he teaches the Development and Marketing of Service Industries.

John operates in the fields of Business Analysis (Passenger and Freight), Demand Forecasting, Economic Benefit Assessment, Timetable Planning and Diagramming, Resource Planning and Stakeholder Consultation.

John has 37 years experience of railway passenger and freight business management, planning and marketing. From 1982 to 1994 he was responsible for the bottom line of British Rail freight business sub-sectors with multi-million pound turnovers.

He then moved to the passenger sector as Product Manager and later Strategy Manager for TransPennine Express. From 2001 to 2004 John was responsible for revenue forecasting and operations planning as a member of the Arriva franchise bidding team. This included successful bids for franchises in Wales and Denmark.

In 2005 John set up John Headon Ltd and now operates as an independent consultant, working in franchise bidding in the UK and other rail-related projects, for clients such as Stagecoach Rail, Arup, National Express, Lloyds Register Rail, Transport for London and RWA Rail. On behalf of Arup he wrote several chapters of the Regional Planning Assessments for Thames Valley and the South West, published by the DfT in May/June 2007.

John was the inaugural Chairman of the Rail Passenger Demand Forecasting Council, and is now an associate of PDFC.

David is an experienced rail business analyst and economist with 14 years working in the UK rail sector as an employee or consultant. He joined Network SouthEast in 1992 as a business analyst working on business modelling, demand forecasting and Travelcard revenue allocation. In 1994, he moved to South Eastern as Business Analysis Manager responsible for all demand and revenue forecasting and pricing strategy. MIKE LAMB
Now located in Ontario, Canada, Mike has over 38 years experience in rail commercial and retailing strategy delivery including a variety of managerial posts within the public sector rail industry.

Mike’s final UK appointment was working as the Head of Distribution Operations for the Association of Train Operating Companies in London, with responsibility for delivering strategic commercial objectives and assisting with the drive to change the culture in the Train Association, Travel Agents and key Suppliers, post rail privatisation.

 

He was responsible for delivering a National budget of £3 million and enhancing the relationships on behalf of the Train Operating Companies with ABTA, GBTA, S.P.A.A. and Key Multiple and Independent Travel Agents. His responsibilities were extended to managing over 800 national contracts to agreed specifications and service levels.

 

Prior to that Mike was National Sales Manager for GNER and Inter-City East Coast, directly responsible for the design, development and implementation of the Company's sales plan.

He was accountable for the generation of £61 million in revenue from UK Travel Agents through large corporate companies, with delegated authority for the negotiation and delivery of a substantial Sales Organisation commercial budget. He agreed and managed the setting of revenue targets to ensure the objectives of the Sales Force were met.

 

Mike has had other extensive commercial experience throughout his railway career, not limited to Sales and Marketing, Public Affairs, Market Research and Product Distribution.

Brian is a Chartered Civil Engineer with nearly 40 years rail management experience and a proven track record of problem solving at the strategic and tactical level within the rail industry.

MIKE ROBINSON
A former British Rail senior manager with almost 50 years rail business experience and a technical background in the development and integration of systems based rail process change.  Mike has worked with rail businesses around the world on capacity management and operations planning issues, developed system based processes to support ongoing operations, and advised both government and franchisees on operational structures for new rail businesses.

Responsible at British Rail for leading the technical teams responsible for the development of rail operations, retailing and infrastructure management systems - including Protim, TOPS, CRS, APTIS, Geogis and STARS, Mike's involvement with systems based process continued in the private sector and he is now a leading specialist in both rail operations simulation and timetable planning systems.

Since leaving BR, as a principal rail business consultant with various consultancies, the development of train planning systems, franchise bidding and mobilisation and strategic planning of urban rail projects have been major elements of Mike's portfolio. As well as his UK involvements, Mike's private sector work has also included extensive overseas work, managing operational change initiatives for a wide range of rail operators in the US, Northern Europe, Hong Kong and Australia.

ADAM SIMMONS MBA MSc BSc
Adam has had extensive experience of the railway industry, both in the UK and worldwide, over some 25 years. He initially worked in the Operational Research division of British Rail, followed by Group Planning at London Transport, where he was responsible for much of the demand forecasting work on Docklands Light Railway.

Adam has recently specialized in railway performance, having worked on several franchise bids. He has also undertaken extensive research into the impact of train performance on demand, competition between rail and air in the domestic market and also into factors influencing demand for access to airports, one of the UK’s largest growth markets in transportation.

Peter worked for 8 years in BR where he gained a great deal of experience both on the operational side of railways and later in train planning. Since entering transport consultancy in 1989 Peter has gained substantial experience in transportation planning, railway and public transport operations and demand forecasting.

Railway projects that Peter has worked on include Channel Tunnel, various station capacity studies, providing operational advice for several route modernisations and work in connection with TOC franchise bids. He has also worked on assignments for several banks providing computing and programming expertise.

Among Peter's current projects he is the Secretary for the North Orbital Rail Partnership which is a TfL Partnership focussing on the London Overground lines. DAVID SUTCLIFFE, MIRO

David worked in the nationalised rail industry for 37 years. After many promotions in Yorkshire and the Midlands he spent 30 years in the King’s Cross area in the capacity of Assistant Area Manager, Divisional Signalling Inspector, Traffic Manager, Station Manager, Operations Manager and Area Manager (King’s Cross) with responsibility for 50 stations.

He ended his BR career as Operations Director for the original Channel Tunnel Rail Link and the Thameslink 2000 projects. These positions involved extensive travel in the UK and Europe examining best practice for Control Centres and innovative Signalling systems.

Following privatisation, David has worked on many prestigious projects in senior operations posts, including the Channel Tunnel Control Centre, London Underground and as the UK Operations and Safety Engineer on the Channel Tunnel Rail Link project.

Other appointments have been with major projects in Malaysia and Australia.

Further work has included Train Planning exercises in Ireland and the UK, assistance with bid preparations for Train Operating Companies and recently the production of a complete Railway Safety Case for a Heritage Railway.

JONATHAN TYLER    BA, MCILT

Research and innovation have been the characteristic features of Jonathan’s railway career.  Following management training and operations experience he went to British Rail Headquarters to develop the first econometric model of the passenger business (this evolved into MOIRA, the standard tool for forecasting changes in demand brought about by changing the offered service). 

During a period as a BR-sponsored Lecturer at the University of Birmingham he began analysing the determinants of station catchments.  This has formed one thread in his projects since becoming an independent consultant in 1983 (trading as Passenger Transport Networks).  It led to applications of Geographic Information Systems to improve understanding of the demographics of the railway’s customers and hence to focus marketing more effectively. 

Throughout this career Jonathan has been involved in strategic studies and debate, including environmental issues, and in recent years has explored the relationship between policy objectives and timetabling.  As the champion in Britain of the Swiss Taktfahrplan philosophy he has led a major review of its benefits, written extensively and prepared integrated timetable proposals using Swiss software.

RICHARD WILLIS
Richard is a practical, hands-on manager with wide experience of the UK rail industry. He has held senior positions in marketing, sales and general commercial management and has the ability to influence at all levels and a reputation for getting things done in a quality way. He specialises in providing project support drawing on his comprehensive skills and experience. Included in his portfolio are: policy reviews, project and programme management, contract and data analysis.

Recent assignments have included:
• Assisting the SRA with replacement Track Access Agreements,
Assisting the SRA to prepare for regulatory hearings into a Track Access application,
Assisting the SRA with a contractual risk analysis in contemplation of having to take responsibility for a failed train company franchise as Operator of Last Resort,
Coordinating a major promotional event for a Heritage Railway,
Project managing a Passenger Licence Application to enable a Heritage Railway Company to become an Open Access Train Operator.

Richard has a degree in Economics with Geography.

RICHARD WOOD BA
Much of Richard’s railway career has been spent in the international arena. He has held sales and marketing posts in British Rail International offices in Munich and Vienna and while at BRB HQ was European Policy Manager with a brief that included liaison with the Community of European Railways (CER) and UIC.

On privatisation he continued this liaison role with the Association of Train Operating Companies, where he was also involved in managing the contract for the sale overseas of rail products such as the BritRail Pass. More recently he looked after international matters at Rail Staff Travel Ltd.

Richard is a fluent German speaker and has a degree in Linguistics. Through Transport Translations he can provide translations of documentation from German, French, Italian or Spanish into English.
